7 Pillars of High-Quality Early Childhood Curriculum
Early childhood leaders are under increasing pressure to make curriculum decisions based on evidence. This is a positive development. Children deserve access to learning experiences grounded in research, and educators deserve resources that have been thoughtfully designed, rigorously evaluated, and continuously improved.
Yet the growing emphasis on evidence has introduced a new challenge: the tendency to treat a single source of evidence as a proxy for quality.
One curriculum receives a favorable review. Another earns a high-evidence rating on the Every Student Succeeds Act (ESSA) scale. A third publishes promising implementation results. Each of these metrics contributes important information, but on their own, none of them fully answer the question leaders are investigating: “Will this curriculum support meaningful outcomes for children in our context, with our educators, and in our communities?”
The answer to that question requires a broader view.
This paper proposes a comprehensive approach to evaluating curriculum quality in early childhood education. The approach recognizes that no single study, review, or rating can capture the complexity of effective teaching and learning. Instead, leaders should consider five complementary dimensions of quality:
- research-grounded design,
- independent efficacy evaluation,
- evidence of successful Implementation,
- commitment to continuous improvement, and
- supports for individualization and responsiveness.
Taken together, these dimensions provide a more complete picture of curriculum quality and a stronger foundation for decision-making.
The Search for a Single Signal
In an era of ratings, rankings, and evidence tiers, it is tempting to search for a single signal of quality. We want a clear answer. Which curriculum is best? Which curriculum has the strongest evidence? Which curriculum should we choose?
These questions are understandable. Curriculum decisions are among the most important investments educational leaders make. They influence children’s experiences, teacher practice, family engagement, and long-term outcomes.
But a high-quality curriculum will be robust, flexible, and comprehensive enough that a single metric or assessment cannot accurately measure all of its qualities or how well they work together.
Children develop across multiple domains simultaneously. Learning is shaped by relationships, environments, instructional experiences, and opportunities for meaningful engagement. Teachers adapt instruction based on observation, assessment, and professional judgment. Families and communities contribute knowledge and strengths that shape children’s learning.
Given this complexity, it should not surprise us that curriculum quality cannot be fully captured through a single measure. Each piece of evidence matters, but we miss the bigger picture and important details when we isolate them in a search for single signal of quality. Instead, we need to consider the results of measurements designed for specific aspects of a curriculum and assess them together for truly meaningful insight into how the curriculum works holistically.
An Evidence Network for Curriculum Quality
Independent reviews help us understand the components and coherence of curriculum materials. But it’s important to remember that research studies are designed to answer specific questions, and the evidence they collect on a curricular system or component is specific to the question they are trying to answer. From study to study, different forms of evidence are sought to answer different questions.
- Efficacy studies help us understand whether positive outcomes have been demonstrated scientifically and predictably through randomized, upfront design constructs.
- Implementation studies help us understand what happens when curriculum moves from theory into practice.
- Assessment systems help educators understand whether children are progressing and where additional support is needed.
- Equity reviews help us understand whose experiences are reflected in a curriculum and whose may be missing.
These studies do not provide competing forms of evidence. Instead, these should be viewed as complementary components of an evidence network, designed to provide clear signals of curriculum quality. The strongest curriculum decisions are informed by all of them.
Examining all these different forms of evidence may seem intimidating, but that’s why we recommend using a comprehensive evaluation framework of five dimensions of quality—research-grounded design, independent efficacy evaluation, evidence of successful Implementation, commitment to continuous improvement, and supports for individualization and responsiveness—to guide your assessment.
Dimension One: Research-Grounded Design
Before asking whether a curriculum works, leaders should understand what it was designed to do and the research that informed its design.
High-quality curricula are grounded in developmental science and reflect established knowledge about how young children learn. They recognize that development is interconnected and that growth occurs through meaningful experiences, responsive relationships, active and playful engagement, and intentional teaching.
Research-based design includes
- developmental progressions;
- integration across learning domains;
- developmentally appropriate practice;
- opportunities for exploration and inquiry;
- intentional support for language, literacy, mathematics, and social–emotional development; and
- respect for children’s identities, cultures, and lived experiences.
A strong research foundation does not guarantee outcomes, but it provides the conceptual basis on which successful implementation depends.
Dimension Two: Independent Efficacy Evaluation
Independent efficacy studies provide important evidence about outcomes.
On the ESSA scale, research is categorized according to methodological rigor, with randomized controlled trials representing the highest standard for establishing causal relationships. These studies are valuable because they help answer critical questions: “Has the curriculum demonstrated positive outcomes? If so, under what conditions?”
At the same time, leaders should recognize what efficacy studies do and do not tell us. A strong efficacy study can provide evidence that a curriculum contributed to positive outcomes under specific conditions. It cannot fully explain
- why implementation succeeded,
- whether results will generalize to every setting,
- how educators experienced the curriculum, or
- what supports were necessary to achieve success.
The recent NIEER study of The Creative Curriculum provides an example of why this distinction matters.
The independent randomized controlled trial, which meets ESSA Tier 1 criteria, examined implementation of The Creative Curriculum within a connected ecosystem of curriculum, assessment, professional learning, and digital supports. Researchers found positive outcomes for children across developmental domains and documented stronger results when educators engaged more deeply with the broader system supporting implementation.
Importantly, the findings suggest that outcomes for children and teachers are influenced not only by the quality of the curriculum materials themselves but also by the conditions that support educators in using them effectively.
Dimension Three: Evidence of Successful Implementation
If efficacy research tells us whether something can work, implementation evidence helps us understand how it works in practice. This distinction is particularly important in early childhood education.
Research consistently shows that teacher-child interactions are among the strongest predictors of children’s learning and development. Curriculum influences those interactions but does not replace them.
Implementation evidence helps leaders understand
- the effect of educator experience or inexperience,
- the difficulty or ease teachers experience when using a curriculum,
- whether or not the curriculum is being used with fidelity,
- how professional learning can help teachers,
- how to sustain good outcomes over time, and
- the conditions associated with stronger outcomes.
One of the most compelling findings from recent implementation research is that educator outcomes matter.
Teacher efficacy, well-being, and retention are not secondary concerns. They are central components of program quality. When educators remain in the profession, feel supported in their work, and have confidence in their instructional practices, children benefit. Curriculum decisions should therefore be informed not only by child outcome data but also by evidence about how curriculum affects the adults responsible for implementation.
Dimension Four: Commitment to Continuous Improvement
Too often, evidence is treated as something leaders review before making a purchase. In reality, the most valuable evidence is often generated after adoption.
Effective curriculum systems support continuous improvement by helping educators observe children’s learning, monitor progress, individualize instruction, and reflect on practice. This is where assessment becomes an essential component of the evidence ecosystem.
When curriculum and assessment operate as connected systems, educators gain ongoing insight into children’s development and can make more informed instructional decisions. Administrators and coaches also gain actionable insight about where teaching practices need to be better supported and improved.
This approach recognizes that improvement is not an event. It is a process.
Curriculum quality should therefore be evaluated not only by its initial design but by its capacity to support learning, reflection, responsiveness, and adaptation over time.
Dimension Five: Supports for Individualization and Responsiveness
A high-quality curriculum is more than well-organized, research-based, and supported by positive outcomes. It should also provide teachers with the tools and guidance to recognize, respond to, and build on the unique strengths, interests, identities, languages, abilities, and experiences that each child brings to the learning environment.
Increasingly, educational leaders are asking important questions.
- How well does the curriculum support teachers in individualizing learning?
- Does it provide meaningful opportunities to build on children’s interests, strengths, and prior knowledge?
- How does it help teachers respond to the diverse languages, cultures, family experiences, and abilities represented in their classrooms?
- Are multiple pathways provided so that all children can engage meaningfully with learning experiences?
- Does the curriculum encourage teachers to adapt instruction based on observation and assessment?
- Does the curriculum support teachers in knowing “what to do next” or if a child is making the right kind of progress?
These questions require evidence that extends beyond curriculum organization and learning outcomes. They call for examining how effectively a curriculum supports responsive teaching and individualized learning in real classrooms.
Independent reviews informed by research on culturally and linguistically responsive teaching, inclusive practices, and individualized instruction can help organizations identify both strengths and opportunities for improvement.
A Practical Framework for Decision-Makers
As leaders evaluate curriculum options, five questions can guide their decision-making.
- Is the curriculum grounded in developmental science?
- Is there independent evidence connecting the curriculum to positive outcomes?
- What evidence exists regarding implementation and educator experience?
- How does the curriculum support continuous improvement through assessment and instructional decision-making?
- What evidence demonstrates that the curriculum supports responsiveness, inclusion, and meaningful learning opportunities?
The strongest curriculum decisions emerge when leaders consider all five questions together.
The field does not need fewer studies, reviews, or ratings. It needs a more complete understanding of what each contributes. No single measure can fully capture curriculum quality. The most effective decisions are informed by a network of evidence that includes research, outcomes, implementation, continuous improvement, and equity.
When leaders broaden their understanding of evidence, they move beyond choosing a curriculum. They create the conditions for children, educators, and communities to thrive.
As you review curriculum evidence, ask not only “Does this curriculum work?” but also “For whom does it work, and under what conditions? How does it support teachers in responding to the strengths and needs of individual children?” These questions help distinguish curricula that are effective in principle from those that are effective in the diverse realities of today’s classrooms.
